Asked by Hill on Wednesday about the successful efforts for a petition to discharge, Johnson – who is known to have opposed the vote of Proxy and earlier filed brief information in the Supreme Court against practice – he said he was against the idea.
“I’m afraid all the work is unconstitutional,” Johnson said in Capitol. “I tried to discuss this with Anna and she is quite stubborn about it, so we will see what will happen. But I am not in favor of this. I submitted brief information to the United States Supreme Court, explaining that Proxy’s vote is obviously unconstitutional, so, you know, I have real concern about it. “
Pressed if he was planning to move to shake off the bill when it comes to the floor, Johnson suggested that he was looking for ways to stop the effort.
“I will try to understand what I have to do with my responsibility to maintain the Constitution and I think it will open the Pandora box and in the end there will be different categories of people who require it, and we will all vote again and no one will be here,” Johnson said. “So I think it’s a real problem.”
It remains unclear what ways Johnson has now that the discharge petition has reached 218 signatures needed for forced voting. The legislative maneuver is used to force the floor legislation if the management does not progress it. Efforts are rarely successful and rarely led by majority party members.
The bill of Petrosen will propose up to 12 weeks of proxy vote to members who give birth, whose spouse gives birth, and pregnant members who are unable to travel safely for medical reasons. Several chamber MPs used proxy vote during the Covid-19 pandemic after Democrats introduced the practice with which Republicans removed after taking control of the House.

Luna said there are other legislators who want to join the efforts, but the petition closed after it reaches 218 signatures, which is the number needed for forced voting.

Asked if he was disappointed with GOP legislators who signed the petition, Johnson replied that he did not, suggesting that they did not understand why he had opposed the practice.
“No, I understand,” Johnson said. “I think some of them did not understand the basis of the opposition and did not actually understand the import of this, so I will talk to the members about it.”
“I’m not upset about it,” he continued. “I just think we have to maintain the law and the traditions of the institution and I don’t think this is one of them.”
